Что такое С-400?
S-400 Triumf — система зенитного оружия, разработанная Россией. Индии нужны такие системы обороны, чтобы обезопасить свои крупные города от возможных ракетных ударов противника в будущем. Индия подписала соглашение с Россией несколько лет назад на их закупку.
Что беспокоит нас тогда?
Ну, США и Россия не совсем дружественные страны во взаимных отношениях. Сенат США издал закон под названием CAATSA [1], который ввел санкции против Ирана, Северной Кореи и России.
So, any trade in specific areas (including defence deals) by any other country with these 3 ‘adversaries’ of US invokes sanctions against that country as well. And, herein, India faces sanctions from US due to it’s S400 deal with Russia.
What’s the way forward?
There emerged news of waiver from USA to India in this specific case [2]. Things are still moving on slowly but surely on the tables of the the diplomats. Final announcement on the waiver is yet to be made.
Why this waiver for India?
Because international diplomacy and foreign relations are not a zero-sum game. It’s works on a core agenda of enhancing one’s own national interests based on system of give-and-take while undertaking negotiations. India is fast emerging as a major ally for US in the Asia-Pacific region, and the rising clout of Chinese in the world will only force the US more to be friendlier towards India, even at higher costs.
So, despite the not-so-good relations of the US with Russia (both historically and in recent times), this India specific waiver fits snugly in a pattern of tight-rope diplomacy.
